Decoration, Grand Cordon of the Order of the Rising Sun, First Class, (Kyokujitsu-sho) Badge, Sash and Breast Star, awarded to His Excellency Sir Reginald Edward Stubbs, Governor of Hong Kong, 1919-1925, contained in black and gold lacquerware box of issue, and sold with two letters to Sir Reginald from HIJM’s Consulate General in Hong Kong, the first dated 24 November 1921 offering congratulations upon the bestowal of the Order, the second dated 28th November 1921, requesting that the Governor’s ADC be sent to collect the insignia. In original condition as issued, some minor chips to the edges of the box lid.
Stubbs was born 13th October 1876, son of the Bishop of Chester and later of Oxford. Educated at Radley and Corpus Christi College, Oxford. Entered the Colonial Office in 1900. Sent on a Special Mission to the Malay Peninsula and Hong Kong in 1912. Colonial Secretary of Ceylon, 1913-1919. CMG 1914. KCMG 1919. Governor of Hong Kong 1919-1925. Captain-General and Governor-in-Chief Jamaica 1926-1932. GCMG 1928. Governor and Commander-in Chief Ceylon 1932-1933. Governor and Commander-in Chief Cyprus 1933-1937. Retired in 1937 after the Bracegirdle Incident. Died 7th December 1947.
Mark Anthony Bracegirdle was an activist in Ceylon on behalf of Tamil tea plantation labourer’s rights. After Bracegirdle spoke at a rally of 2000 plantation workers, the Governor, Sir Reginald Stubbs, was prevailed upon to issue a deportation order. Bracegirdle went underground, defying the deportation order and humiliating the British Colonial Government. Some 50,000 workers attended the next rally where Bracegirdle spoke. A few days later he was arrested, but at his trial, his defence successfully argued that he could not be deported for exercising his right of free speech. Stubbs retired shortly after.
